「辦理排雲山莊市電供電可行性評估暨改善服務需求」案

排雲山莊位於登玉山主峰步道8.5公里處,海拔3,402公尺。自99年全面整建後,於102年重新啟用,可提供山友舒服溫暖住宿休憩環境。山莊之供電方式為太陽能發電系統,惟受限建置空間及日照時數,目前供電乃嚴重不敷需求,部分仍須仰賴柴油發電機供電。為保護園區環境、提升住宿品質及節能環保目的,擬擴充多元綠能供電提供山莊及周邊設施用電需求,以建立高山綠能典範。

本評估案依合約要求以市電供電之可行性為首要考量,經現勘後暫擬沿玉山前峰、西峰之稜線以架空立桿或埋設兩個方案及沿步道埋設、附掛之方案評估;皆因對環境之衝擊頗大,施工難度高、維修不易,工程經費龐大,不符經濟效益,且民間反對聲浪極高,評估結果不考慮採用。

評估多元綠能供電方式則以優化現有太陽能發電系統為優先考量,其次為利用楠梓仙溪溪源進行小水力發電,另選擇山莊附近西峰步道旁的鞍部風口處設置小型風力發電。甚至可結合三項發電系統,建構成多元綠能供電整合平台,增設EMS智慧能量管理系統,使排雲山莊成為多元綠能供電整合展示館,打造成一個名揚全球的高山低耗能建築,展現臺灣愛地球的綠能實力。

Paiyun Lodge (3402 meters above sea level) is located at 8.5 km of Yushan Main Peak hiking route. Paiyun Lodge is the overnight lodging for visitors planning to hike Yushan Main Peak. Paiyun Lodge was rebuilt in 2010 and then reopened in 2013. The new lodge is more spacious, cozier and provides bedding and meals services.
Lodge’s current power supply mode is basically solar power system, but this supply is limited to the lack of space and short sunshine time in the forest. The current solar power supply is still in a serious shortage. Auxiliary supply from diesel power generation is needed. In order to protect the environment of Yushan National Park, enhance the quality of accommodation, and utilize environmental-friendly energy, this project aims to use diverse renewable energy for Paiyun lodge and its surrounding facilities, hoping to establish a renewable energy model in high mountain areas.
In accordance with the contract requirements, our first consideration is the mains supply electricity. The first attempt is to evaluate the possibility of building overhead electric lines or underground cables on the ridgeline between Yushan Front Peak and Yushan West Peak or building underground cable/attached hanging cable along the Yushan Main Peak trail to transmit the mains electricity from the civilization.
The preliminary assessment of the first attempt is negative. The overhead power line or underground power cables cause huge environmental impact. They are difficult to construct and maintain, high price, economic inefficiency and against the will of the public. So this proposal is not feasible.
As for the assessments of renewable energy power supply, our first plan is to optimize the current solar power supply system. The second is using Nanzixianxi water flow to set up a small hydroelectric system. And the third plan is to use the wind of the hill saddle on the Yushan West Peak trail to generate power by setting a small wind power generator. By implementing the EMS (energy management systems), these three renewable power can be integrated on the same platform. Paiyun lodge thus becomes a low-energy building model to the world and at the same time demonstrating the strength of Taiwan renewable energy industry.
