玉山園區步道系統災害分析及防災地圖建置規劃:第一年西北園區

The hazard analysis of trail system and the production of hazard-prevention map: the Northwestern area of the Yushan National Park

一、緣起
玉山國家公園登山步道長年受到地震、颱風襲擾,往往造成步道及相關設施
損毀,雖於災後均盡速進行修復及維護,仍難免有潛在危險,威脅登山客生命財
產的安全。本年度計畫以玉山國家公園西北園區地質調查結果為基礎,分析西北
園區內步道系統的潛在坡地災害及其破壞型態,並探討其形成災害的原因。
二、 方法及過程
本年度計畫中蒐集了玉山國家公園的地形、地質、水文、登山步道路線、航
空照片以及登山步道歷史災害紀錄,並依過往紀錄歸納主要災害類型、規模、範
圍等。本年度依原有規劃完成西北園區步道沿線之潛在災害調查,本調查除檢核
歷史災害記錄外,同時也針對其他可能影響登山步道之災害路段進行調查、紀錄
與拍照,以了解園區坡地災害之致災因子,藉此分析災害類型。
三、 主要成果
玉山國家公園西北園區的地質分區屬於中央山脈西翼地質區,區內的岩盤大
多為輕度變質之變質岩,如變質砂岩、板岩、硬頁岩等。本計畫引用中央地質調
查所的山崩分類方法,西北園區的主要邊坡破壞型態為岩屑崩滑(約佔60%)、落
石(約佔12%)或是兩者的複合式破壞(約佔26%)。鬆散岩屑堆積在步道之上、下
邊坡,遇雨或地震即容易產生岩屑淺層滑動;落石則較不易預測何時會掉落。此
兩種型態之邊坡災害構成區內之潛在災害。其形成之主要原因為變質岩之劈理發
達、岩體破碎及風化作用劇烈。
本計畫繪製防災地圖時,將影響步道的災害區分為「危險」以及「注意」兩
種等級,並以不同顏色標註之。防災地圖上並圈繪待援點及災害範圍,期能讓登
山客可預判步道前後方的待援點位置、潛在災害所在範圍與等級,以利防範,進
而達到避災、防災的目的。
由於陳有蘭溪的向源侵蝕,金門峒斷崖仍持續發展中,本計畫購買66 年、
79 年、89 年、96 年及99 年共五時期之航空照片以製作正射影像,並圈繪五個
年度的崩塌區域,藉以估計金門峒斷崖的崩塌速率。依影像判識結果,民國66
年至99 年間金門峒斷崖以5.3m/yr 的平均速率持續向西南方向發展。崩塌的持
續發展潛在可能危及八通關-主峰段步道之長期穩定,一兩百年內並很有機會發
生河川襲奪,陳有蘭溪可能襲奪荖濃溪之上游支流。
觀高-八通關段高遶坡面上有數道沖蝕溝,莫拉克颱風期間因向源侵蝕作用
而大幅擴展、加深,乃是導致舊有步道崩塌的主要原因。未來仍可能因強降雨使
蝕溝持續向源侵蝕,令崩塌範圍繼續擴大,影響目前高遶路線的穩定。
英文摘要
The trail system inside the Yushan National Park is often damaged because of the slope failure induced by heavy rainfalls or earthquakes. The slope failure may threaten the safety of mountain climbers. This project conducted site investigation in the northwestern area of the Yushan National Park to identify the potential hazards, failure types and causes of the slope failures adjacent to the trail system. According to the results of field investigations, the major types of slope failure in this region are rock debris flow, rock fall and rock slide. Among all the cases of slope-failure sites, about 60% are debris flow, 12% are rock fall and 26% are debris flow combined with rock fall. The major reasons for slope failures can be attributed to the well developed foliation in metamorphic rocks, the heavily jointed rock mass and the intense weathering in the surface rock. Hazard-prevention maps were produced in this project. The potential hazard of the trail system is classified into two levels: “dangerous” and “with caution”, and marked by different colors. Besides the marking of potential hazard paths, the map also shows the locations for fallback positions and other relevent information for the prevention and avoidance of disasters. The project also looked into the retreat rate of the Chin-men-tong Cliff. Using the orthoimages produced from 5-phased sets of aerial photos (taken in 1977, 1990, 2000, 2007 and 2010), we concluded that the average annual retreat rate of this cliff over the last three decades or so was 5.3 m/yr heading the southwestern direction steadily. The unceased cliff reteat may threaten the trail system connecting Ba-Tong-Guang and the Yushan Peak. Moreover, stream capture may take place within one or two century: the Chen-Yo-Lan River may capture the upstream of the Lau-Ron River eventually. The trial section connecting Guang-Gau and Ba-Tong-Guang intersects several gullies; these gullies were intensely widened, deepened and extended upward during the Typhoon Morakot. As a result, the trail was forced to detour to the new route because of serious damage of the old trail route. The gullies may still expand in size and threaten the stability of the new trial route.
