113-115年度玉山國家公園郡大溪流域地區野生動植物資源調查計畫

本計畫期程自2024年1月1日至2026年6月30日。調查範圍涵蓋郡大林道、郡大溪流域、哈伊拉羅溪流域、黃當擴山稜線、駒盆山至馬博拉斯山,以及東側的嘆息灣及太平谷,海拔跨度約1,500至3,805 m。本研究包含5條主要調查路線(郡大林道線、駒盆山線、黃當擴山線、無雙線、嘆息灣線),並針對西北園區周邊未列入保護區之兩處國有林地進行生物資源調查及評估。調查區域內共記錄維管束植物 125 科 323 屬 670 種。其中依照《2017臺灣維管束植物紅皮書名錄》中列為極危(CR)者有2種;瀕臨絕滅(EN)有5種;易受害(VU)有19種;接近威脅(NT)有22種;資料不足(DD)有14種。記錄5科6屬6種外來種植物。其中毛地黃在全區高海拔有穩定之族群,多沿林道與崩塌地擴散,移除具較大困難;紫蘇與番曼陀羅則侷限於舊部落遺址周邊,擴散趨勢不明顯。共完成104個植群樣區調查,包含喬木樣區47個、灌叢樣區24個及草本樣區33個,其中設置了6個喬木永久樣區及4個灌叢永久樣區,並針對8項直接與間接環境因子進行統計與典型對應分析。動物部分則記錄哺乳類9 科15屬15種,包含瀕臨滅絕保育類的臺灣黑熊,以及其他應予保育類的臺灣野山羊、臺灣水鹿、黃喉貂。依《2024臺灣陸域哺乳類紅皮書名錄》評估,計有國家瀕危(NEN)1種、國家易危(NVU)1種。透過自動相機物種出現頻度指標(OI 值)分析,郡大林道線與嘆息灣線為物種多樣性較高之地帶,而區內以臺灣水鹿為優勢種;鳥類34科70屬78種,包含瀕臨滅絕保育類的熊鷹、珍貴稀有保育類15種(松雀鷹、林鵰、大冠鷲、臺灣白喉噪眉、棕噪眉、小剪尾、黃山雀、藍腹鷴、黑長尾雉、大赤啄木、綠啄木、黃嘴角鴞、褐林鴞、鵂鶹、赤腹山雀)、其他應予保育類13種(紋翼畫眉、白耳畫眉、黃胸藪眉、白尾鴝、黃腹琉璃、鉛色水鶇、臺灣白眉林鴝、栗背林鴝、青背山雀、煤山雀、臺灣山鷓鴣、火冠戴菊鳥、冠羽畫眉)。依《2024臺灣鳥類紅皮書名錄》評估,計有國家易危(NVU)5種。兩棲類2科3屬3種、爬行類2科4屬4種、昆蟲28科59屬65種及螺貝類11科16種。本計畫調查證實,臺灣水鹿族群量有顯著增加趨勢,其啃食樹皮與磨角行為在中高海拔地區尤為嚴重。受害嚴重的針闊葉樹種包括紅檜、臺灣冷杉、臺灣鐵杉、臺灣赤楊、臺灣紅榨槭等。部分區域因高比例的樹幹環狀剝皮導致樹木高死亡率,已嚴重干擾森林天然演替並阻礙小徑級林木的更新。基於上述調查結果,本計畫提出以下經營管理與未來研究建議:1.每五年進行已建置之永久樣區複查,投入長期經營管理與物種趨勢評估。2.深入研究水鹿對森林演替與植被更新之影響強度,適時評估採取圍籬或相關防治經營策略。3.持續監測臺灣黑熊之族群互動關係與生活模式,並建立人熊衝突之防治對策。4.建立無雙地區部落共管機制與永續經營之具體對策,包含野生動植物監測、盜獵盜伐防範及生態旅遊發展之可行性評估。5.為因應自然環境歷經多年的轉變,並作為玉山國家公園第五次通盤檢討之依據,報告提出分區之調整建議:將郡大溪流域及郡大林道沿線調整為生態保護區;並將未列入保護區之國有林地如嘆息灣地區、太平谷地區及無雙地區考量納入玉山國家公園範圍,並劃設為生態保護區或史蹟保存區。
英文摘要
The timeframe of this project spanned from January 1, 2024, to June 30, 2026. with an elevational span ranging approximately from 1,500 to 3,805 m. This study comprised 5 primary survey routes, and conducted biological resource surveys and evaluations targeting two state-owned forest lands adjacent to the Northwest Park that have not yet been included in protected areas. A total of 670 species across 323 genera and 125 families of vascular plants were recorded within the survey area. Among them, according to The Red List of Vascular Plants of Taiwan 2017, 2 species were classified as Critically Endangered (CR), 5 species as Endangered (EN), 19 species as Vulnerable (VU), 22 species as Near Threatened (NT), and 14 species as Data Deficient (DD). Additionally, 6 alien plant species across 6 genera and 5 families were recorded. Among these, Digitalis purpurea maintains a stable population across the high-altitude zone of the entire region, diffusing primarily along forest roads and landslide areas, making its removal significantly difficult; conversely, Perilla frutescens and Datura stramonium are confined to the perimeters of old tribal settlement relics, showing no distinct expansion trend. A total of 104 vegetation sampling plots were surveyed, including 47 arboreal plots, 24 shrub plots, and 33 herbaceous plots. Among these, 6 permanent arboreal plots and 4 permanent shrub plots were established, and statistical and canonical correspondence analysis (CCA) were performed against 8 direct and indirect environmental factors. Regarding fauna, 15 species across 15 genera and 9 families of mammals were recorded, including the Endangered protected species Ursus thibetanus formosanus, along with other protected species such as Capricornis swinhoei, Rusa unicolor swinhoei, and Martes flavigula chrysospila. Evaluated under the 2024 Red List of Terrestrial Mammals of Taiwan, there is 1 Nationally Endangered (NEN) species and 1 Nationally Vulnerable (NVU) species. Through the analysis of the occurrence index (OI) from automatic camera traps, the Junda Forest Road Route and the Sighing Bay Route emerged as zones with higher species diversity, with Rusa unicolor swinhoei serving as the dominant species within the region. Birds comprised 78 species across 70 genera and 34 families, including the Endangered protected species Nisaetus nipalensis; 15 Valuable and Rare protected species (Accipiter virgatus, Ictinaetus malaiensis, Spilornis cheela, Garrulax albogularis, Garrulax caerulatus, Enicurus scouleri, Machlolophus holsti, Lophura swinhoii, Syrmaticus reevesii, Dryocopus martius, Picus canus, Glaucidium brodiei, Strix aluco, Glaucidium passerinum, and Sittiparus castaneoventris); and 13 Other Deserving Conservation protected species (Actinodura morrisoniana, Garrulax morrisonianus, Liocichla steerii, Myiomela leucura, Cyornis vivax, Phoenicurus fuliginosus, Tarsiger indicus, Tarsiger johnstoniae, Parus monticolus, Periparus ater, Arborophila crudigularis, Regulus goodfellowi, and Yuhina brunneiceps). Evaluated under the 2024 Red List of Birds of Taiwan, 5 species were classified as Nationally Vulnerable (NVU). Furthermore, 3 species across 3 genera and 2 families of amphibians, 4 species across 4 genera and 2 families of reptiles, 65 species across 59 genera and 28 families of insects, and 16 species across 16 genera and 11 families of land snails and bivalves were documented. This project's surveys confirm that the population of Rusa unicolor swinhoei exhibits a significant increasing trend, and its bark-stripping and antler-rubbing behaviors are particularly severe in mid-to-high altitude regions. Severely impacted coniferous and broad-leaved tree species include Chamaecyparis formosensis, Abies kawakamii, Tsuga chinensis, Alnus formosana, and Acer morrisonense. In certain areas, high proportions of trunk girdling have resulted in elevated tree mortality rates, which has severely disrupted natural forest succession and hindered the regeneration of small-diameter class timber. Based on the aforementioned survey results, this project proposes the following management and future research recommendations: 1. Conduct re-surveys of the established permanent plots every five years to commit to long-term management and species trend assessments. 2. Investigate deeply into the intensity of the impact exerted by Rusa unicolor swinhoei on forest succession and vegetation regeneration, and evaluate the timely implementation of exclosure fencing or related prevention and management strategies. 3. Continuously monitor the population interaction relationships and living patterns of Ursus thibetanus formosanus, and establish prevention and control measures for human-bear conflicts. 4. Establish a tribal co-management mechanism and concrete strategies for sustainable management in the Wushuang Area, encompassing wildlife monitoring, prevention of illegal poaching and logging, and feasibility assessments for ecotourism development. 5. In response to years of natural environmental transformations and to serve as a basis for the Fifth General Review of Yushan National Park, the report submits recommendations for zoning adjustments: designate the Junda Creek Basin and the perimeter along the Junda Forest Road as Ecological Protection Zones; and consider incorporating currently unprotected state-owned forest lands, such as the Sighing Bay Area, the Taiping Valley Area, and the Wushuang Area, into the boundaries of Yushan National Park, delineating them as Ecological Protection Zones or Historical Monument Conservation Zones.
